It is open to players who have passed the fourth of Lun Tche's challenges. (Level 9+ Accordion Thieves who have gained access to The Shadowy Store and ascended at least once also have access.)
Near a fountain and a set of windchimes, an array of items is set on a small table, with a meat-deposit box at the front. You could just hork everything if you wanted to, but you just don't feel like it.
Accordion Thieves entering the store will also see the following message before the normal message:
You sneak into The Shrine of Con Su'Mer Gods like a Thief in the totally empty room. Still, it's only good Thiefy manners to sneak everywhere.
